PREFERRED QUALIFICATIONS:

  • Familiarity with project management tools and systems (e.g., MS Project, Asana, Trello)

  • Experience with DocuSign or similar electronic document management systems

  • Ability to interact and build relationships with senior leadership, external partners, and internal stakeholders

  • Ability to work independently and exercise initiative, with a strong attention to detail

  • Comfortable serving as a liaison to various stakeholders, including legislative bodies, auditors, and external organizations.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Six years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

Six years of full-time experience in any field plus three years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

A bachelor's degree plus three years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

An advanced degree, or a Juris Doctorate, plus two years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

To serve as a special assistant and advisor to executive management. Incumbents will manage the detailed and complex analysis of issues affecting the agency in state legislation and assist with the implementation of policies and procedures necessary to achieve the goals and mission of the agency.

Executive Management Officer (EMO)

The incumbent in this position serves as Executive Management Officer (EMO) in the Administration Section in Bureau of Nutrition Services (BONS), is required to maintain a flexible work schedule and to multi-task as needed, and reports directly to the Director of BONS. This work is performed with a high degree of independence and initiative requiring the incumbent to prioritize multiple job demands and problem solve. The EMO assists in the coordination of reporting, assignments, projects and other Bureau functions that cross all Sections of the Bureau (Business, Nutrition, and Vendor).

The duties and responsibilities of this position include but are not limited to:

  • Serves as the primary programmatic liaison and executive assistant to the Director of BONS

  • Serves as the Human Resources (HR) Liaison for the Bureau, coordinating all postings of positions, hiring paperwork and recommendations for hires, separations, renewals of WAE contracts, and updates to BONS position descriptions

  • Confers with Director of BONS on budget development, staff allocations, and recommendations for effective and efficient use of resources

  • Provides assistance to BONS leadership and cross-sectional coordination for the development, revision, and implementation of administrative policies, procedures, and processes

  • Under the guidance of the BONS Director, may serve as liaison to the Louisiana Legislative Auditor

  • Develops and maintains tracking for all federal and state audits/reviews, including but not limited to the scheduling of on-site visits, findings, corrective action needed, and completed corrective action

  • Under the guidance of the Director, leads the receiving and coordinating of responses to public records requests, engaging with LDH Legal and the USDA as necessary

  • Leads the annual state fiscal year reporting of key performance indicators and values

  • Manages projects by developing detailed project plans and timelines to ensure accuracy and compliance with specified deadlines

  • Organizes and prioritizes critical issues and required information

  • Assesses inquiries directed to Director, determines proper course of action, and delegates to appropriate individuals to manage

  • Acts as point of contact between BONS/OPH Leadership and other stakeholders

  • Participates in interview panels

  • Serves as the Bureau's Legislative Liaison

  • Coordinates with agency public information officers to ensure any media, communication, and outreach messages specific to BONS and its programs are accurate

  • Participates in the preparation of federal reports, documents, studies, and audit documents

  • Initiates quality improvement activities and coordinates Bureau-wide procedures and work to improve existing processes for maximum clarity, efficiency, and success

  • Utilizes program data to improve efficiencies and support program integrity

  • Serves as the Training Liaison for BONS

  • Serves as primary DocuSign router for Bureau

  • Fulfills obligation for State's emergency preparedness and response efforts as assigned during an emergency and assists impacted clinics/vendors/local agencies to assure they are back in operation as soon as possible following the event

  • Travels as required to complete tasks associated with the effective operation of BONS
